Try this. Probably the most complete dual weild mod.
Also check here for quite a few weapon mods. Note that, to my
knowledge, all dual weilded weapons are one attack weapon/ one
defensive weapon (replaces shield)

These are free
for the taking in the Balmora Fighters Guild. I usualy delete the
weapons and give them to a merchant instead. I think this was the
first mod of it's type. Very well made!

azriel the
merchant + addon both have dual wield- downloadable at my site in
the sig
but it only looks like dual wield, the actual usage
of 2 weapons in both hands is virtually impossible in the morrowind
game engine

Actual
Dual-wielding, meaning the usage of two one-handed weapons to do
simultaneous damage, is impossible to do without changing the game
engine itself. Its hard-coded, so that the best that can be done is
defensive weaponry. Sorry, MAYBE in ESIV, but since there has not
been dual-wielding in any elderscrolls (on PC) that I know of, I'm
not holding my breath.
