Would it be possible to bring back the mug effect? You know how in the patch they made it so you can't access a knocked out character's inventory, would there be a way to undo that with a mod or the construction set? if so, how?

Somebody wrote a mod about that - but that's all I really remember. I don't know how helpful it is to know that a mod exists, but at least you know that it is possible

Just keep in mind, the two mods tackle the problem from two different angles. Horatio's NPC Enhanced uses the Morrowind Enhanced Helper program, and some people just can't spare CPU cycles or just don't like helper applications. Reznod's mugfix alters the NPC's combat Voice dialogue in bulk, and may cause conflicts with other mods that try to alter the same dialogue.
And there's a non-mod solution to the problem too: if you use Calm Humanoid on a knocked-out NPC, you can go through their inventory just fine. -------------------- In Memory of Grumpy (18 March 1950 - 17 June 2005).

I had no Idea you could do that! Hand to Hand just got another gold star, and became twice as useful.
